Its value proposition to investors and financial institutions will be even more persuasive if these can be demonstrated with a similar kind of business planning, which takes on the risk dimension. Beyond that, new technology like system dynamics can be adopted to enhance the rigor and sense of reality, as an integral part of strategic risk management. It is recommended that these arguments be considered and undertaken. While the above arguments and recommendations are developed on the basis of the Jurong Port case-study, they may well be extended to and/or modified for the development and investment of other forms of physical infrastructure in general, particularly in the developing countries that are in urgent need of large-scale infrastructure development as well as developed countries that may be considering infrastructure rejuvenation and upgrading (Proquest, 2006). Constructing a marketing plan is very challenging most especially if we are targeting high value investors such as multinational corporations from Wall Street particularly the Hedge Funds and Holding Companies. Multi-billion world-class projects like domestic and international seaports in Quezon Province need a lot of data coming from reliable sources to convert to information and eventually to knowledge to entice institutional and sophisticated investors. Constructing a comprehensive strategic marketing plan for these infrastructure projects are complex and needed a long preparation and a lot of brainstorming with several groups of industries. It will be a development of the entire region that would touch the lives of several millions of people and development of rural area into urban area that aim to become one of the world’s manufacturing hubs for technology products and consumer goods to eventually serve the international markets. By setting goals, we get a roadmap of where we are heading to and what is the right way that would lead us there. It is a plan that holds us in perspective – the more effectively we make the plan, the better are our chances
