SMART stands for Specific; Measurable; Achievable; Relevant; and Time-bound. The 60-miles tollway from San Francisco to Unisan Quezon will be completed and passable within 10 years (Vision 2033). The 85-miles tollway from Unisan to Real Quezon will be completed in 20 years (Vision 2043). The 55-miles tollway from Real, Quezon to Paranaque, Metro Manila will be completed in 30 years (Vision 2053) to connect Pacific Ocean to West Philippine Sea.
